Port of Savannah container demurrage & detention dispute guide
Garden City Terminal is a single, very large GPA-run container yard with on-terminal rail. D&D risk comes from volume surges, inland rail dwell and hurricane-season closures.

The port at a glance
The Port of Savannah is run directly by the Georgia Ports Authority, a state authority that operates its own terminals rather than leasing them to private operators. Nearly all container traffic moves through Garden City Terminal, a single contiguous facility with its own on-terminal intermodal yard, the Mason Mega Rail Terminal, served by CSX and Norfolk Southern. Ocean Terminal, closer to downtown, is being redeveloped to add container capacity, and GPA's inland network (the Appalachian Regional Port in northwest Georgia and the rail-served facility being built near Gainesville) extends the port's reach into the Southeast's distribution corridors around Atlanta.
Because one operator controls the whole container yard, Savannah has fewer of the cross-terminal handoffs that complicate D&D in multi-terminal harbors. Exposure here comes from surges and inland logistics. When vessel bunching or a weather closure compresses arrivals, Garden City absorbs the backlog, and import containers can sit available but unworked while truckers queue at the gates. Intermodal containers bound for Atlanta, Memphis or the inland ports can wait for rail capacity at Mason. On the export side, agricultural, forest-product and resin shippers who deliver early or late against an earliest return date or cutoff can pick up storage and detention when bookings roll.
The error importers make most often in Savannah is assuming that a single operator means a single invoice. The Georgia Ports Authority bills terminal storage under its own published tariff, while ocean carriers bill demurrage and detention under their tariffs or your service contract. Each is a separate billing party under 46 CFR Part 541, each invoice must carry the 20 elements of § 541.6, and each must be issued within 30 days of the date the charge was last incurred.

Appointments & empty returns
- WebAccess, GPA's online customer portal, gives 24/7 container status, hold and availability information for Garden City Terminal.
- The GPA Trucker app provides container location data and digital gate transaction tickets, and alerts drivers when a pickup PIN has expired.
- In August 2025 GPA issued a bid for a new Customer Access Portal and Appointment system covering Garden City Terminal, Ocean Terminal and the Appalachian Regional Port, so check GPA's motor carrier page for the appointment rules in force on the dates you are disputing.
Chassis
Savannah is served by the South Atlantic Chassis Pool (SACP), a gray pool managed by Consolidated Chassis Management that GPA, JAXPORT and NC Ports moved to a single-provider model (SACP 3.0) from October 2023.
Where D&D builds up at Savannah.
Volume surges and gate queues
Savannah handled about 5.7 million TEU in fiscal 2025, with several months above 500,000 TEU. When a cluster of vessels arrives together, availability outpaces truck capacity and gate throughput. Gate wait and turn-time records help show that the delay sat on the terminal side.
Inland rail dwell
Containers moving inland via Mason Mega Rail or to the Appalachian Regional Port can wait for rail capacity. Where the ocean carrier controls the inland move under a through bill of lading, demurrage billed to the consignee for rail dwell should be challenged.
Hurricane season closures
GPA closes or restricts terminal operations ahead of tropical storms and hurricanes, typically between June and November. Closure advisories and reopening notices define days on which no one could pick up or return a container.
Empty return capacity
GPA operates a Mason empty yard and publishes trucker guides for empty returns. On days when a carrier's empties are restricted or directed elsewhere, detention can accrue while the driver waits. Keep the instruction you received and any turned-away gate record.
Export cutoffs and rolled bookings
Agricultural and forest-product exporters move heavy volume through Savannah. A booking rolled to a later vessel can push a delivered container past free time. Under § 541.6 export invoices must state the earliest return date, which is often where the error sits.
Labor events
The ILA's coastwide stoppage from October 1 to 3, 2024 closed Garden City Terminal. Days billed during the closure and the recovery backlog are worth checking line by line.
Free time and disputes at Savannah
In Savannah, free time on terminal storage is set by the Georgia Ports Authority's published terminal tariff, while carrier demurrage and detention free time is set by each ocean carrier's tariff or by your service contract. Read each invoice for the rule it cites: § 541.6 requires the tariff and rule number, terminal schedule, or service contract number and section, together with the allowed free time in days, the start and end of free time, the container availability date and the specific dates charged. An invoice that gives a total with no free-time dates is deficient on its face, and under § 541.5 a billing party that omits required information cannot collect the charge.
Next, test the dates. Compare the invoice's free-time start against the WebAccess availability and hold release history. For intermodal containers, compare the billed days to the rail dwell at Mason and identify who controlled the inland move. For exports, compare the earliest return date stated on the invoice with the date in the booking confirmation and any roll notice. Days that fall inside a GPA weather closure or the October 2024 stoppage should be removed under the incentive principle in 46 CFR § 545.5.
The 30-day windows run independently for each invoice. The billing party has 30 calendar days from the date the charge was last incurred to issue (§ 541.7), and the billed party has at least 30 calendar days from issuance to request mitigation, refund or waiver (§ 541.8). ATAHSKIA schedules each Savannah invoice against its own clock and generates the relief request with the supporting GPA records attached. If the billing party does not resolve the request within 30 days of receipt, ATAHSKIA compiles a 46 U.S.C. § 41310 charge complaint for the billed party to submit to the FMC.
Savannah D&D FAQ
Does the Georgia Ports Authority or the ocean carrier bill demurrage at Savannah?
Both can. GPA bills terminal storage under its own tariff, and the ocean carrier bills demurrage and detention under its tariff or your service contract. Each is a separate billing party and each invoice must meet 46 CFR § 541.6 on its own.
Can I dispute demurrage for containers waiting on rail at Mason Mega Rail?
If the ocean carrier controlled the inland rail move under a through bill of lading and the container was waiting for rail capacity, the cargo owner had no ability to move it. That dwell is a strong candidate for a relief request under the incentive principle in 46 CFR § 545.5.
What records should I pull from WebAccess for a dispute?
Pull the availability timestamp, every hold placement and release time, and the gate transaction history for each container. Those records anchor the container availability date and specific dates charged that § 541.6 requires on the invoice.
