Method
How the index is built.
Each invoice is audited against the 20 § 541.6 elements and the § 541.7 issuance rule at receipt. Disputes, replies and credits are tracked to closure. Scores aggregate the results by billing party for the period, with a minimum sample of 500 invoices before a billing party is included.
The public index is blinded and stable from quarter to quarter: Carrier A is the same billing party each period. Customers see named scorecards for their own book.
Scorecards FAQ
Why are carriers blinded on the public index?
Scorecards are built from customers' invoices, and many shippers prefer that their carrier relationships stay private. Inside your workspace every carrier and terminal is named, scored against your own invoices, and comparable to the anonymized index.
How is 'disputes credited' measured?
The share of ATAHSKIA relief requests that received a full or partial credit, refund or waiver from that billing party in the period.
Can scorecards feed procurement?
Yes. Teams export carrier scores into RFP and contract reviews, for example to ask for free-time terms or dispute SLAs from carriers with poor billing records.
