The port at a glance
The Port of Gulfport is Mississippi's main container port and describes itself as the second largest green fruit import facility in the United States. Dole, the port's largest tenant, operates from the West Pier under a long-term lease extended in 2014, and Crowley runs container services through the port. Bananas and other produce from Central and South America arrive in reefers, with dry containers moving in both directions on the same services.
D&D exposure at a fruit port centers on refrigerated cargo. USDA and CBP inspections can hold perishables after discharge while the clock runs, weekly services leave little room for vessel delays, and reefer equipment returns must follow carrier instructions. Hurricane season also matters on the Mississippi coast: storms close the port and disrupt road access.
Importers most often miss inspection holds. Demurrage counted while a government hold prevented release, without fault of the importer, should be reviewed against the incentive principle, with hold and release timestamps as evidence.

Appointments & empty returns
- Pickup and return procedures are published by the tenants and carriers operating each facility (Dole and Crowley); the port authority does not run a separate port-wide appointment platform.
Chassis
The port authority does not publish a port-operated chassis pool for Gulfport; reefer chassis and gensets are arranged through the carriers and drayage providers serving each service.

Perishable inspections and holds
USDA and CBP inspections can hold produce containers after discharge. Hold and release timestamps decide whether billed days are disputable.
Weekly service timing
Fruit services run on fixed weekly rotations. A late vessel can bunch with the next call and strain yard and trucking capacity.
Reefer equipment returns
Empty reefers must follow carrier return instructions. Refusals or changed instructions add per diem days.
Hurricanes
Gulf storms close the port and disrupt road access. Billed days during closures should be flagged.
Dedicated tenant terminals
Tenant-operated facilities each set their own procedures. Evidence must come from the facility that actually held the container.
Free time and disputes at Gulfport
Free time at Gulfport comes from the ocean carrier's tariff or your service contract, and terminal storage from the terminal operator's schedule. The port authority does not set a port-wide container free time. Each D&D invoice must include the 20 minimum elements of § 541.6.
For produce importers, inspection holds are the most common dispute ground. Where a container was available on paper but held, the importer could not move it, and the charge did not serve its incentive purpose under 46 CFR § 545.5.
Invoices must arrive within 30 calendar days of the date the charge was last incurred (§ 541.7), and you have at least 30 calendar days from issuance to request relief (§ 541.8). ATAHSKIA's Automated Disputes keeps each weekly batch of reefer invoices inside its window, with hold evidence attached.

Gulfport is a major green fruit import gateway, with Dole as its largest tenant and Crowley running container services to Central America.
Can I dispute demurrage while my fruit container was on an inspection hold?
Often, yes. If a government hold you did not cause prevented release, the charge may not serve its incentive purpose. Submit the hold and release timestamps in a relief request.
Does the Mississippi State Port Authority set container free time?
No. Free time comes from the carrier's tariff or your service contract, and storage from the terminal operator's schedule.
